Course Overview
This course is designed to equip participants with the knowledge and skills about current legislation and their basic duty of care for identifying and locating underground services, prior to the commencement of any excavation works. This course can be considered as an Entry level training requirement prior to Carrying Out & Observing Excavation Work near Utilities and Services. The WHS Act requires that a person conducting a business or undertaking (PCBU) ensures that information, training or instruction provided to a worker are suitable and adequate having regard to:
- the nature of the work carried out by the worker
- the nature of the risks associated with the work at the time of the information, training and instruction, and
- the control measures implemented.
The PCBU must also ensure, so far as is reasonably practicable, that the information, training and instruction are provided in a way that is readily understandable for the person to whom it is provided and is provided to workers by a competent person.
There are inherent risks in working near utilities, especially where cables and pipes are energised (eg live electric cables and gas mains). Workers should be able to conduct their work without any risk to their health and safety. Managers and workers need to take necessary precautions to eliminate or minimise and effectively manage any hazards and risks, especially when working near above-ground, overhead and underground utilities.
The identify, locate and protect underground services course is an integral piece of training for many civil construction workers and comprises of:
- How the BYDA (Formally DBYD) referral service works
- The importance of safe excavation
- Safe systems of work (Permit to Excavate)
- Safe work practices (SWMS)
- complying with asset-owner instructions (Duty of Care)
- consequences of damaging infrastructure
- Undertaking pre-emergency planning
- Taking appropriate actions in an emergency
- Avoiding damage to assets and the community
- Safe approach distances and exclusion zones
- Safely digging by hand
- Where, when and why you need a DBYD Certified Locator
- How to read Before You Dig Plans (BYD plans i.e Water, Gas, Electricity, Telstra, NBN)
- Searching for Services and utilities using above ground markers
- Theory of locating Services and mains using an Electro-magnetic locator or Ground Penetrating Radar
- How to use and maintain an Electro-magnetic locator
- Site Survey Paint Colours and Symbols
- Importance of verifying location of services or utilities (by potholing or vacuum excavation)
- Moving, Protecting or Supporting Services
Prerequisites
None.
You will need:
- Unique Student Identifier (USI)
- 100 points ID (e.g. Passport & drivers licence 0R Birth Certificate & drivers licence -check web for combinations OR check online for other options). One must be a photo ID.
Certification
Upon satisfactory completion of assessment participants will be issued a Statement of Attainment for the unit of competency RIICCM202E – Identify, locate and protect underground services
This competency can form part of a full qualification from

Pipeline Training Australia is an Endeavour Energy Accredited RTO and is accredited to deliver RIICCM202E – Identify, locate and protect underground services. This unit is a specific Training and Assessment requirement for Authorisation to Observe Excavation Work Near the Endeavour Energy Network & Authorisation to Carry Out Excavation Work Near the Endeavour Energy Network.
