Substation Access Course Overview
Certification for Substation Access (formerly Accredited for Entry) is provided to those persons who are required to enter MTS substations as part of their duties.
While no Electrical Qualification is required for this role candidates must demonstrate a sound understanding of electrical hazards.
Metro Trains Sydney Electrical Safety Rules sets out how we work safely around electrical equipment. As a person entering substations or HV areas you have a responsibility to read and understand relevant sections of the ESR. These sections include:
- Hazards and Warnings
- Access to Substations
- Safe Approach Distances
Important: Substations include, RMU Rooms, and 1500VDC Link Switch Rooms
Completion of this course allows you to work in a substation under supervision or enter a substation unsupervised for inspection purposes only.
Note: At completion of this course you will be considered as an Instructed person with regard to the Safe Approach Distances (SAD’s)
Permit Holder Course Overview
An MTS Permit Holder is a person trained and authorised by MTS to hold an MTS electrical permit.
Permit Holders shall:
- hold authorisation from MTS as a Permit Holder for the permit held, and
- have been instructed on the details of the permit by an authorised MTS Switching Operator.
Persons who do not hold appropriate certification are not permitted to hold a Permit.
An Operating agreement may be issued to the nominated representative of the organisation requesting the work.
As a person entering and working in the rail corridor you have a responsibility to read and understand relevant sections of the Metro Trains Sydney Electrical Safety Rules. These sections include:
- Hazards and Warnings
- Safe Approach Distances
- Access for Work on or Near Electrical Equipment
- Roles and responsibilities of Permit Holders
- Issue, accept, hold and return of Electrical Permits
- Alterations to Electrical Permits
Important: Substations include, RMU Rooms, and 1500VDC Link Switch Rooms

- Please ensure you have completed the eLearning. (You will not be issued with a certificate and you will not be authorised until it is)
Prerequisites
Substation Access & Permit Holder
Before commencing this course, you must;
- Hold a current Rail Industry Worker card
- Have successfully completed the MTS Introduction to Rail Safety (MIRS)
- Have successfully completed the MTS Electrical Safety Awareness (MESA)
- Have demonstrated a need to enter MTS substations
- Demonstrated a need to Hold MTS Electrical Permits to Work
Candidates seeking certification with MTS Permit Holder are required to meet the requirements set out below from Electrical Certifications for Instructed and Authorised Persons

A person seeking certification by MTS to hold an Electrical Permit is required to meet the requirements set out below.
NOTE: An Authorised Electrical (Network) Worker (restricted) does not meet the requirements for this role.
- Generic requirements (table 2)
- General Construction Induction Training Card (WHITE CARD)
- Minimum Cat 2 – Rail Industry medical assessment
- Successful completion of MTS Electrical Permit Holder training and assessment (EL96 & 970021)
NOTE: All MTS Certificates expire 2 years from the date of successful completion of the course
Certification
Upon satisfactory completion of assessment participants will be issued a Statement of Attendance for MTS Substation Access Training (970223) and MTS Permit Holder Training (970021).
Pipeline Training will upload your certification to your RIW profile and you will receive a soft copy by email.
You will need to contact your administration and ask that they add the following MTS Job Roles to your RIW profile if this has not already been done.
