Course Overview
A Verification of Competency (VOC) is an independent assessment to verify competence and current compliance that assists the Person Conducting the Business or Undertaking (PCBU) to meet Work Health and Safety (WHS) requirements and ensure operators and workers are still competent to operate equipment or perform a task. It is commonly used in many industries for pre-employment checks, contractual arrangements or site requirements. If a company you work for, or a work-site you are visiting, requests a current VOC for a specific piece of plant or to undertake a particular task, you will need to comply with the request in order to undertake the work.
VOC’s are undertaken on persons who already hold a current ticket, licence, or unit of competency, to verify that they are still competent to that standard. Persons undertaking a VOC must provide evidence of their existing competency. The outcome of the VOC process is a Statement which references the activities or tasks verified, and/or the plant and equipment verified. It does not satisfy the requirements for the issuance of a nationally accredited unit of competency.
Working with industry leading clients, Pipeline Training Australia has developed a formal process that allows for flexibility to meet client needs whilst maintaining a high standard of assessment. Assessors are industry experts holding all relevant qualifications combined with years of experience.
Pipeline Training Australia is an Endeavour Energy Accredited RTO and is accredited to deliver VOC Assessment as a requirement for Authorisation to Observe Excavation Work Near the Endeavour Energy Network & Authorisation to Carry Out Excavation Work Near the Endeavour Energy Network.

VOC Process
To undertake a VOC participants must provide their relevant licence or Statement of Attainment prior to VOCs being conducted.
If students cannot provide their relevant licence or Statement of Attainment Pipeline Training cannot undertake a VOC Assessment, however we can offer Full training and assessment.
The VOC training course process encompasses a short written (or oral) assessment of the critical knowledge components of the activity AND direct observation of practical applications of the activities.
Any person deemed not yet competent will be offered the opportunity to undertake refresher training, and undertake another VOC assessment (which may attract an additional cost).
Prerequisites
You will need:
- Unique Student Identifier (USI)
- 100 points ID (e.g. Passport & drivers licence 0R Birth Certificate & drivers licence -check web for combinations OR check online for other options). One must be a photo ID.
To undertake a VOC participants must provide their relevant licence or Statement of Attainment prior to VOCs being conducted.
Pre-requisite Requirements:
- Work safely in the construction industry (CPCCOHS1001 – NSW white card or equivalent)
• Specific Training and Assessment:
- RIICCM202E - Identify, locate and protect underground services (or equivalent); and
- Additionally, in order to gain authorisation to carry out excavation near the network, a person must complete a practical Verificationof Competence (VOC) by an Endeavour Energy accredited RTO. The VOC must be carried out in accordance with Endeavour Energy Electrical Safety Rules and ESI context.
• Initial Training and ongoing Annual Refresher Assessment:
- Endeavour Energy Electrical Safety Rules Training
- UETDRRF004 - Perform rescue from a live LV panel
- HLTAID009 - Provide cardiopulmonary resuscitation
- UETDRRF007 - Provide first aid in an ESI environment
• Ongoing Maintenance of Competency:
- Managers are required to confirm applicants have been sufficiently exposed to a variety of work/tasks on the network to maintain
knowledge and/or skills in order to adequately identify, assess and control electrical safety hazards
This may be undertaken through a variety of means such as but not limited to: having a comprehensive oversight over work schedules/
programs, regular workplace and onsite interactions, documenting safety toolbox talks, collating workplace forms and other
documented evidence, independent 3rd party references from a previous employer/supervisor, etc.
Certification
Upon satisfactory completion of assessment participants will be issued a Verification of Competency which is a non-accredited Statement of Attendance.

Course Start
When: VOC’s generally run every second Wednesday afternoon after RIICCM202E - IDENTIFY, LOCATE AND PROTECT UNDERGROUND SERVICES.
Where: Face to face. Assessments can take place on the job or at a Pipeline Training facility to limit the impact to productivity onsite. Our assessments include knowledge testing and demonstration of skills.
